Compulsory versus Voluntary Voting An Experimental Study

چکیده
We report on an experiment comparing compulsory and voluntary voting institutions. Rational choice theory predicts sharp differences in voter behavior between these two institutions. If voting is compulsory, then voters may find it rational to vote insincerely, i.e., against their private information. If voting is voluntary so that abstention is allowed, then sincere voting in accordance with a voter’s private information is always rational while participation may become strategic. We find strong support for these theoretical predictions in our experimental data. Moreover, voters adapt their decisions to the voting institution in place in such a way as to make the efficiency differences between the two voting institutions negligible. The latter finding may serve to rationalize the co-existence of compulsory and voluntary voting institutions in nature. JEL codes: C92, D72, D83.

Compulsory versus voluntary voting: An experimental study
We report on an experiment comparing compulsory and voluntary voting institutions in a voting game with common preferences. Rational choice theory predicts sharp differences in voter behavior between these two institutions. If voting is compulsory, then voters may find it rational to vote insincerely, i.e., against their private information. If voting is voluntary so that abstention is allowed,...
متن کاملCompulsory versus Voluntary Voting Mechanisms: An Experimental Study∗
We report on an experiment comparing compulsory and voluntary voting mechanisms. Theory predicts that these different mechanisms have important implications both for the sincerity of voting decisions and for the participation decisions of voters, and we find strong support for these theoretical predictions in our experimental data. Voters are able to adapt the sincerity of their votes or their ...
متن کاملVoluntary voting: Costs and benefits
We compare voluntary and compulsory voting in a Condorcet-type model in which voters have identical preferences but differential information. With voluntary voting, all equilibria involve sincere voting and positive participation. Thus, in contrast to situations with compulsory voting, there is no conflict between strategic and sincere behavior. When voting is costless, voluntary voting is welf...
متن کاملThe curse of uninformed voting: An experimental study
We study majority voting over two alternatives in small groups. Individuals have identical preferences but are uncertain about which alternative can better achieve their common interest. Before voting, each individual can get informed, to wit, buy a valuable but imperfect signal about the better alternative. Voting is either voluntary or compulsory. In the compulsory mode, each individual can v...
متن کاملVoting for Environmental Donations: Experimental Evidence from Majorca, Spain
We analyze group-voting on binding minimum contributions to environmental projects and assess how such institutions affect subsequent voluntary donations. Mature tourism destinations such as the island of Majorca (Spain) suffer environmental pressures caused by decades of intense tourism development, reducing the environmental quality and tourism appeal of the island. Financed from the local ta...
